Assessment for Soluble Nickel Salts

TERA conducted an IRIS assessment for soluble nickel salts. The first drafts and initial peer review of the document were jointly sponsored by U.S. EPA’ s Office of Water, Health Canada, and the Metal Finishing Association of Southern California (MFASC, an industry group), as part of TERA's goal of fostering cooperation between industry and regulatory agencies, and leveraging scarce government dollars by supplementing them with industry funding. Cancer and noncancer assessments via the oral and inhalation routes were conducted. This assessment was unusual in the attention paid to the importance of the form of nickel (i.e., soluble vs. insoluble compounds) in determining the cancer risk. To address this question, the assessment included an in-depth evaluation of the cancer mode of action under EPA’s Draft Carcinogenicity Assessment Guidelines, and a comparison of the toxicokinetics of soluble and insoluble nickel compounds. An updated RfD and a RfC were also derived. In light of the size and complexity of the epidemiology database, TERA also enlisted the services of an epidemiologist and an industrial hygienist to evaluate the data. The draft IRIS Toxicological Support Document underwent external peer review, and has been revised in response to the peer review comments. Results of the assessment have been presented at scientific meetings. In order to reach a wider scientific audience, the results of the initial assessment were also published in a peer-reviewed journal.

The revised draft IRIS Toxicological Support Document has undergone further review as part of EPA’s IRIS process.  The document is nearing the end of the IRIS review process, and it is expected that the final document will be loaded on IRIS in 2003.
